Umrah can be performed any day of the year. That means Umrah Badal can be arranged any day of the year. There is no season you must wait for and no date that makes it invalid.
But some times carry more weight than others. The best time is whenever you actually do it. People spend months intending to arrange this. Years, sometimes. Every day of delay is a day the reward has not yet reached the person you want to send it to.
That said, if you want to understand which periods carry exceptional spiritual weight, here is what the Prophet ﷺ told us.
The first ten days of Dhul Hijjah
The Prophet ﷺ said: “There are no days in which righteous deeds are more beloved to Allah than these ten days.” He was referring to the first ten days of Dhul Hijjah. (Bukhari)
He was then asked: not even jihad in the path of Allah? He said not even jihad, except for a person who goes out risking their life and wealth and returns with neither.
These are the most blessed days of the entire year for deeds. Good deeds performed in this period are more beloved to Allah than at any other time. Arranging Umrah Badal during the first ten days of Dhul Hijjah means the deed falls precisely when it is most loved.

Ramadan, especially the last ten nights
The Prophet ﷺ said: “Umrah during Ramadan equals Hajj, or equals Hajj with me.” (Bukhari and Muslim)
Performing Umrah during Ramadan carries reward equivalent to Hajj itself according to this hadith. Arranging Umrah Badal for a deceased parent during Ramadan, particularly the last ten nights, when Laylat al-Qadr falls, sends that reward in one of the most spiritually concentrated moments of the year.
